This document contains the State of the Art report, resulting from the elaboration of a systematic, theoretical and operational framework regarding the present condition of energy planning in partner Countries (Malta, Italy, Slovenia, Spain, Portugal and Croatia), including the educational offer and the level of integration among different disciplines and skills, the legal framework at different scales, and the required competencies for professionals involved in energy planning.
This document contains a collection of educational tools on energy planning and/or RES development, that will build a common knowledge base that will be used for the project implementation, supporting partners in defining the general background and structure of the Energy-CMaps, the most diffused educational techniques and media used in energy planning educational activities.
This document contains a case studies report, including 3 case studies collected by each partner, for a total of 18. Case studies will regard energy plans such as the SEAPs (or similar instruments) that will be analysed in order to produce the related Energy-CMaps.
The E-RESPLAN web platform will be designed to be:
- an e-learning environment for online courses on integrated energy planning;
- a repository of multi-media materials including databases, legal frameworks, and relevant scientific articles related to energy planning;
- a tool to communicate and disseminate project results.
This output is an a basic Concept Map to be used as a starting point for the construction of OER on integrated energy planning. The CMap will be elaborated starting from the case studies data sheets included in O1. Having all partners provided their own data sheets according to the same table of contents, it will be possible to include all the information in a single concept map.
This output will be an implementation and adaptation of Energy-CMAP_00, produced through an open educational programme where practical exercises on specific study cases will be carried out. Each partner will activate an educational course with its own students, inviting them to elaborate, starting from the basic CMap (O2), a specific “local versions”, respecting a common structure but adapted to local contexts.
Each partner (with the coordination of UPO) will elaborate an updating of the Energy-CMAP_00. This means that there will be 6 adaptations of the basic CMap. The modalities for adapting the basic map will depend on the theme proposed at local level, which can be of different types: the broadening of the sectors of intervention, the definition of new specific objectives, the elaboration of technologies and techniques of intervention in difficult contexts (i.e. ecologically sensitive territories). Each partner, through its educational course, will develop a single adaptation, which will be the complex product of the training experiences of the group of learners.
This output will be the result of the Energy-CMap_01 testing, reconnection, under a single profile and in English, the experiences made in the educational courses: this way, the 6 Energy-CMaps_01 resulting from the local adaptation processes will contribute to the definition of an evolution of the Energy-CMap_00, which will be defined as Energy-CMap_02 and will be uploaded on the project web platform. This “final release” of the Energy-CMap will be made freely available on the project web platform: it will be open access and adaptable to different contexts and to further innovations in the field of planning and RES technologies.
